Oxford Marylebone Railway Upgrade

This project, known as 'Evergreen 3', will provide new fast train services between Oxford and Marylebone, London, by the provision of twin tracks between Oxford and Bicester and by the construction of a new railway line at Bicester allowing trains to join the mainline to London. Besides improvements to existing stations a new major parkway station will be constructed on the northern outskirts of Oxford.

PFA Consulting's role focussed on the highway and traffic impacts of the project. The wider highway effects were assessed using the Central Oxfordshire Transport Model. Local impacts and the testing of improved highway layouts were assessed by building two micro-simulation traffic models.

A Transport and Works Act Order application was submitted in January 2010 followed by a Public Inquiry. The TWA Order is effectively planning permission, compulsory purchase powers and a highways agreement. A Director of PFA Consulting produced written evidence for the Inquiry and was an expert witness.
